Current Rules for voting by mail:

To be eligible to vote early by mail in Texas, you must:

  • be 65 years or older;
  • be disabled;
  • be out of the county on election day and during the period for early voting by personal appearance; or
  • be confined in jail, but otherwise eligible.

5/15/2020

The Texas Supreme Court issued a stay Friday evening to keep county election officials from allowing voters who are afraid of catching coronavirus to vote by mail. Stay tuned for more updates, TX Supreme Court is set to hear the case on May 20th. Read full article on CNN.

5/14/2020

As reported today in the Texas Tribune, the 14th Court of Appeals of Texas ruled “susceptibility to the coronavirus counts as a disability under state election law and is a legally valid reason for voters to request absentee ballots.”

How to request an absentee ballot (vote by mail)

First, Make sure you’re registered to vote here!

To request your mail in ballot, follow the steps below:

  1. Download this PDF from the Texas Secretary of State website.
  2. Complete Sections 1 through 8.
  3. For section 5: Risk of exposure to COVID-19 NO LONGER counts as a disability in TX (for now, due to the ruling of the TX Supreme Court on 5/15/2020)
  4. Sign and Date Section 10.
  5. If you were unable to sign the application and someone witnessed your signature, that person must complete Section 11.
  6. If someone helped you complete the application or mailed the application for you, that person must complete Section 11.
  7. Fold application and put in a stamped envelope.
  8. Address and mail the completed ABBM to the Early Voting Clerk in your county. You may also fax the application if a fax machine is available in the early voting clerk’s office.

You also have the option of submitting a scanned copy of the completed and signed application to the Early Voting Clerk via email. If an ABBM is faxed or emailed, then the original, hard copy of the application MUST be mailed and received by the early voting clerk no later than the 4th business day.
